AND WHEREAS it is expedient that Agents should be appointed for the purposes of making the declaration required by the hereinbefore in part recited provision of that Act and otherwise mentioned. Now, therefore, His Excellency

the Governor of the Colony of Hongkong, in pursuance and exercise of every power and authority enabling him in that behalf, and by and with the advice of the Executive Council of the said Colony, doth by this instrument, issued under the seal of the said Colony, authorise and empower Sir William Charles Sargeaunt, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Montagu Frederick Ommanney, Esquire, Companion of the Most Distinguished Order of Saint Michael and Saint George, and Ernest Edward Blake, Esquire, the Crown Agents for the Colonies or any two of them, as and to be Agents to make the declaration required by the provisions of "The Colonial Stock Act 1877," and in and about such declaration and the leaving and record thereof with the Commissioners of Inland Revenue, to do all such necessary acts as might or could have been done by or on behalf of the Government of the Colony to give effect to the provisions of the last-mentioned Act.
